We are seeking experienced contractors to review a detailed Request for Proposal (RFP) for the Parliamentary Registration Department's Electoral Management System (EMS). The RFP outlines a comprehensive upgrade to the current electoral system in the Caribbean, focusing on digitizing and enhancing the voter registration and election process.
Scope of Work:
Introduction to the Project: The Parliamentary System in a country that is based on the Westminster System, encompassing multiple constituencies and numerous polling divisions. The RFP seeks to enhance the voter experience by digitizing administrative processes and adhering to legislative, security, privacy, and operational specifications.

Future State Requirements: This includes voter registration and maintenance of the permanent register, integrating biometrics, automated systems, GIS integration, data integrity checks, user-defined tables and parameters, and high-security standards

Interfacing & Compatibility: The proposed system must interface with various internal and external systems.

Special Applications: Optional applications for productivity tracking, election calendar management, and an online helpdesk are also part of the RFP
